Village Trustees
LouAnn St. Germain
Term: July 2025 – June 2029

LouAnn has lived in the Village for 28 yrs.; is married and has a son, Jeffrey. She currently works for the Baldwinsville Police Dept. as a Communications Officer; and previously worked for the North Syr. Police Dept., part-time, in this same capacity. She wants to focus on maintaining and improving the Village’s high quality Police Dept., Fire Dept., Dept. of Public Works, and the Parks while welcoming new businesses to join with our existing new ones to increase our tax base. She will look for sources to fund repairing and repaving our Village streets to help keep our Village beautified as we open our arms to welcome new families to our neighborhoods and continue to honor and value our seniors who represent the strength of our Village’s past, “yesterday’s road to the future!” She is a true animal advocate and wants to be a channel of communications to speak with those who can and for those who can’t!” She considers it a privilege to serve the residents of this extraordinary community she is proud to call home!

Lisa Lioto – Trustee
Term: July 2026 – June 2027

Lisa Lioto was elected as a Village of North Syracuse Trustee in 2026. Lisa has resided in the village since 1996 and has served on the Planning Board for the last several years. She has been an active and engaged voice in her community and believes in a collaborative and “it takes a village” philosophical approach to address the needs in our community.
Throughout Lisa’s professional career, she has been employed in the social services field helping, encouraging and advocating for others. She takes great pride in the meaningful, genuine and trusting relationships she has established with others. She has made it her priority to be available and listen to residents’ needs and concerns, promote village interests, provide transparency and engage village residents in decision making. She is honored and humbled to continue her public service as a Village of North Syracuse Trustee. Lisa enjoys spending time outdoors with walks throughout the village, spending time in her garden and friendly visits on her porch with family and friends.

Fred Wilmer – Trustee
Term: July 2025 – June 2029

I have been a resident of North Syracuse all of my life. I graduated from North Syracuse High School in 1974 and have been a homeowner in the village since 1984. I have been married to my wife, Crystal, for 43 years. I retired from the Village’s Department of Public Works in 2015, after serving 32 years. After my retirement, I worked on the Complete Streets Committee, I was appointed to the Sign Committee, and I sat on the Planning Commission. It is my passion to continue serving the community of North Syracuse while I am retired and have time to invest in the wants and needs of the people of this community. My focus is on Property Taxes, Public Works, development and redevelopment of vacant properties, and keeping the village as a viable form of government.

Ken Ryan – Trustee
Term: July 2026 – June 2027

I have lived in the North Syracuse area my whole life. I graduated from North Syracuse High School in 1977 where I played football, lacrosse, and wrestled. I was awarded the Archie Haw Award for best overall athlete.
I bought a house in the Village in 1981 on Herman Drive, where I have lived for the past 45 years. In that time, I joined the Fire Department in 1982, got married to my wife Linda, and raised three children: Jamie, Kenny, & Tiffany. I was a Volunteer Firefighter for the Village of North Syracuse for 30 years. Part of that time I served as a Lieutenant. I have been an active member of the North Syracuse Firemen’s Association for the past 43 years, holding the positions of Vice President, President, and on the Board of Directors.
In 1978, I went to work for Carrier Corporation, where I retired after 35 years. I also worked for Merle Builders and the Village of North Syracuse DPW. I have been attending Village Board Meetings for the past five years – representing mine and the people’s concerns.
Now I have been appointed to be a Trustee to represent the people of the Village; to help with concerns with spending, accountability, and transparency.
